Coco Vasquez
Executive Director & President
Socorro "Coco" Vasquez was named Executive Director at Hearthstone Housing Foundation in October 1998. She began at the nonprofit organization after several years working for housing developers, initially managing all aspects of the company, from clerical work to administrative management. Ms. Vasquez now oversees two offices and continues to seek opportunities for Hearthstone Housing Foundation to evolve as a partner in affordable housing.
Ms. Vasquez attended Whittier College with a major in biology and studied at the University of Copenhagen as an undergraduate. She also holds certificates of achievement from the University of Southern California (Summer Program in Real Estate) and Cambridge Judge Business School, Cambridge University, United Kingdom (Financial Management Programme of Achievement).
Victor Wu

Victor T. Wu, is President and Co-founder of EmpowerTrain, an Irvine-based company that offers high-end training on technologies including Oracle Database, Sun Solaris, Microsoft technologies. He has worked in the information systems field for the past 30 years as information architect, director, and CIO. His expertise includes Oracle database, high availability and performance tuning, Sun Solaris security and system tuning. He is frequently involved in large scale database and system tuning projects in San Francisco, Los Angeles, and San Diego. Wu is a UCLA graduate, Oracle Certified DBA, Oracle Certified Developer and holder of three Oracle Masters. Wu received UC Irvine Extension's Distinguished Instructor Award (2003) and UCLA Extension's Distinguished Instructor Award (2007).
Juan Maldonado

Juan Maldonado began his career with Union Central in 1970 in the Los Angeles office. In 1979, he formed his own agency, Maldonado & Associates, based in Santa Ana, CA. Juan is a life and qualifying member of the Million Dollar Round Table and Charter and current member of the Court of the Table. His articles have appeared in Life Insurance Selling and Life Association News. He has earned many of Union Central’s most prestigious production and performance awards. In 2001, he was inducted into the Hall of Fame, which is Union Central’s highest award. Juan served in the U.S. Marine Corps and was employed by the government in civil services, completing a tour in Europe, before starting his insurance career.
Mike Hemmens

Mike Hemmens is a Managing Director at Citi Community Capital and has been involved in many aspects of the structuring of affordable housing real estate financings, including providing construction & permanent loans, securing credit enhancement, conducting due diligence, performing financial analyses and collaborating with the sales and trading professionals to market securities. He has extensive experience with Fannie Mae and Freddie Mac and currently sits on the Freddie Mac and Fannie Mae Affordable Housing Advisory Boards. He has closed over $5 Billion dollars of financing during his career. Mr. Hemmens worked as a commercial lending officer for ARCS Commercial Mortgage Bank prior to joining Citi Community Capital in 2002. Mr. Hemmens received a B.A. from The University of California, San Diego and holds a FINRA series 7, 53 and 63.
Ted E. Bean

Ted E. Bean is a veteran commercial/industrial real estate broker and asset manager in Orange County. His company, Real Estate Enterprises, manages and oversees the acquisition and disposition of real estate assets, including a privately held real estate portfolio. Mr. Bean's prior work experience includes several years as Regional Sales Director for R&B Realty Group, and management positions for the Army & Air Force Exchange Service, where he managed operations and administration at several military installation service facilities, both in the United States and abroad. Mr. Bean received the Certificate of Distinguished Scholastic Achievement Award, the Certificate for Exceptional Supervisory Management and the Army & Air Force Exchange Service Superior Accomplishment Award. Mr. Bean earned his BA degree in Business from California State University San Bernardino and his MBA from Golden Gate University, San Francisco.
Henry C. Har, Esq.

Henry represents for-profit and nonprofit real estate developers with respect to the acquisition, disposition and financing of affordable housing and community development projects. He frequently assists clients with secondary market investor transactions with a focus on the country’s major metropolitan areas and has a depth of experience with a broad range of capital markets transactions involving tax exempt bonds, tax credits and other project subsidies, many of which have utilized variable rate structures with credit or liquidity enhancement and interest rate risk management.
